Greater London Authority | Transport for LondonOn behalf of the GLA and TfL, Volterra conducted a program of research into the modelling of the dynamic interactions between transport investment and economic growth.

In the first stage the team developed the strategic Transport and Economy Model (TANDEM), in which transport changes lead through into economic growth or constraint. The model report presented the exact specification of all links, assumptions and inputs in a transparent way, in order to improve debate over the nature of the interactions.

In the second stage the team turned their eye to existing Land Use and Transport Interaction (LUTI) models, and examined the ways in which the models do and do not capture economic processes.
The report looked in detail at the DELTA, UDM and LASERv3 models and explored which processes they model and which they assume, especially whether they model the distribution of employment or the ways in which economic growth may occur. The report and workshop also discussed the key issues in modelling including dealing with complexity, attempting validation and choosing the appropriate modelling for a given question.

These reports provided the background to the decision by TfL to commission a DELTA model for London. Bridget Rosewell sat on the steering committee for this project.
