LDA | TfL | LTGDCVolterra were involved in making the regeneration case for Thames Gateway Bridge. Bridget Rosewell appeared as an expert witness at the Public Inquiry in 2005. The case was subsequently reopened with a view to another Public Inquiry in 2009. It was however then closed by the Mayor in November 2008.

The premise behind the regeneration case for Thames Gateway Bridge is that the bridge would accelerate and facilitate development potential in the vicinity. East London has challenging targets for growth in both population and employment within the London Plan.

It is widely accepted that investment in the area, including in transport infrastructure, is required in order to make the place attractive enough to meet these growth targets. The difficultly comes in robustly quantifying the relationship between the bridge and potential levels of development.

To undertake this analysis, we developed a new approach to looking at the employment and population potential associated with new transport infrastructure. Failing to show an empirical relationship between spending on transport infrastructure and new development subsequently has undermined previous approaches. We looked at accessibility and employment and population densities in all the zones of East London to establish the extent to which the ability to access a location leads to higher employment and population.

This relationship was used in assessing how much additional population and employment could be attracted to these locations. Importantly, we established that there is a non-linear relationship and some locations will require more than the Thames Gateway Bridge if a step change in their fortunes is to be made.
