Bridget Rosewell, chairman of Volterra, was the Consultant Chief Economist to the Greater London Authority, between 2002 and 2008. She was appointed directly by the Mayor of London, Ken Livingstone. She was responsible for establishing GLA Economics and its analytical framework. Other members of Volterra also support GLA Economics analysis and forecasting performance.

 

Cities are core elements in the existence and development of civilisations. Yet economic theory and analysis does little to explain their existence, persistence and size. Some of Volterra's most recent work for the GLA explores the role of spatial concentration in generating economic benefits and making possible the range of activities that London exhibits. Medium term forecasts of employment are necessary for planning purposes but forecasting is notoriously unreliable. We developed a trend based forecasting methodology to take a long term view, which has proved robust to data updates over three years. We used this, for example, to produce the 15 year forward looking projections of employment in London published in the Mayor of London's plan.

 

With colleagues at Volterra Bridget developed a prototype model for analysing both the immediate and longer-term consequences of a congestion charge.
